シンセシオロジー 研究論文−11−Synthesiology Vol.4 No.1 pp.11-25(Feb. 2011)1 はじめに21世紀に入り、地球および人類社会がおかれている環境は、20世紀と比較にならないほど切迫している。将来にわたって人類が生き延びて行くためには、科学技術によって現在解決しておかなければならない課題は極めて多い。そのために人類は、科学技術の進め方に関してこれまでに比べてより戦略的な取り組みを必要としていると言える。そのような研究戦略に沿って研究開発を行うとき、研究開発の評価が極めて重要である。特に、研究戦略との比較をしつつ分析と統合を踏まえてその研究開発の意義と方向性を的確に導きだす評価が望まれる。そのような研究評価は戦略による想定を超えたところまで拡がり、創造的行為としての評価に繋がる可能性も有している。そのため、以下で述べるような構成的な評価の方法論を提起することは有益であると言えよう。また、このような評価法が技術をイノベーションに結びつけるために有効に活用できれば、さらに大きな意義がある。研究開発の社会的意義が高まるにつれて、各国でその戦略に関する取り組みが活発化している。米国における今後のエネルギーに関する研究開発の戦略的方向性を示した「エネルギーイノベーション・ハブ」注1) [1]、欧州におけるリスボン戦略での「知識ベースの欧州経済社会の構小林 直人1*、中村 修2、大井 健太3この論文では研究戦略の形成とそれに基づく構成的な研究評価について考察した。特に研究遂行にあたっては、戦略形成の一環として研究プログラムの目標とそれを達成するためのシナリオの設定が大切であることを強調し、その研究戦略に沿った研究評価を行うことの重要性を指摘した。また研究評価にあたっては、研究の進展(progress)、深さ(depth)、位相(phase)の3側面から評価を行うとともに、それらを研究戦略と対比しつつ演繹・帰納・仮説形成(アブダクション)用語1による推論を組みあわせて構成することの重要性や、最終的に総合的な評価を形成する際にも構成的な評価法が重要なことを述べた。さらに産総研における研究ユニット評価および長崎県における公的研究機関の研究プログラム形成と評価の実情を紹介して、構成的な評価法との対比を試みた。構成的な評価法は、研究の価値を引き出し、次の進化に向けるために必要な創造的営みの一つとして捉えることができる。研究戦略の形成とそれに基づいた構成的な研究評価− 創造的営みとしての研究プログラム評価にむけて −Naoto Kobayashi1*, Osamu Nakamura2 and Kenta Ooi3 Formation of research strategy and synthetic research evaluation based on the strategy- Toward research program evaluation as a creative activity -Formation of research strategy, and synthetic research evaluation based on the proposed strategy have been considered. The importance of a setup of targets and a scenario of the research program to achieve the targets as a part of strategy formation, and the importance of research evaluation consistent with the research strategy are emphasized. Research evaluation should be performed in three aspects – the research progress, the research depth and the research phase. In the individual evaluation aspect, comparison of the research performance with the research strategy framework is essential and synthetic evaluation appropriately composed of deductive inference, inductive inference and abductive inference is recommended. To make the final integrated evaluation, the synthetic method is very crucial. Examples of research unit evaluation at AIST, and the research strategy formation and evaluation of public research organizations in Nagasaki prefecture are compared with the synthetic evaluation method.
