INTRODUCTION The Mechanical Engineering Laboratory(MEL), formerly the Government Mechanical Laboratory, is one of the sixteen national research organizations in the Agency of Industrial Science and Technology which belongs to the Ministry of International Trade and Industry. The MEL was established in 1937 to serve the Japanese industry with the knowledge of mechanical engineering, metrology and metallurgy for the design and production of machine tools, machine elements, automobiles and aircraft. During the first post war decade, some parts of the MEL were transferred to the newly established national research organizations as mentioned below. During the last decade, the direction of the research activity of the MEL was turned to a considerable extent to the new fields of technological interest in the surging waves of the technological innovation. At present, the MEL conducts about ninety items of basic and applied research, and the stress is put on the following three categories of fields ; the first one is the basic research and development which are extremely risky for the industry at the present stage, the second the research to meet the social or administrative demands such as the prevention of public nuisance, and the third the research which is not payable for individual companies but significantly beneficial for the whole industry, e.g. the research related to the data bank for design engineering and metal processing. |
