Electrotechnical Laboratory
A Secretariat of the external review staffed by 9 ETL members headed by General Research Counselor was set up in September 1997 and performed all practical business in the preparation for the review. Important matters were consulted to the ETL Board Meeting and carried out with its consent.
Prior to the Committee meeting, a Data Book of ETL specially compiled for the review and other necessary materials were dispatched to all the Committee members. Then they submitted preliminary evaluation comments to the Secretariat, who summarized the comments and distributed the summary to them before the Committee meeting started so that each member could share the other members' points. At the meeting, ETL introduced itself taking the preliminary evaluation comments into consideration.
The Committee met three days in March 1998 to perform the evaluation. To be exact, eight members including the chairman met on 9 and 10 March and the remaining three on 6 because these three were not available on 9 and 10. The agenda included presentations by the ETL managerial staff, laboratory tour, discussion with leading researchers, and discussion among the Committee members behind the closed door. The report of the Committee was drafted by the chairman through the discussion among the Committee members taking the final evaluation comments left by the three members who met on 6 March into consideration.

ETL is to follow the evaluation presented orally during the meeting as well as written in the report in improving its operation in general. As for each items, our measures at present are as following:
(1) Regarding the installation of a committee for building up a long-term vision reflecting the social needs, the revision of the evaluation method of researchers' achievements, and the enrichment in research contents by cooperation with industrial and academic sectors, a long-term vision committee including outside members shall examine research strategy, road map for each research area, and organization and management design which are being drafted by an in-house committee named "Year 2001 Design Committee".
(2) Regarding the development and maintenance of standards, an in-house committee named "Standard System Expert Division" has been set up and started to draft a measure.
